Neutral Items: Did the Token rework solve the RNG problem, or should Neutral Items be removed entirely?

• Tokens solved RNG—now it's a great mechanic that adds build variety.
• Still bloated—they give free stats and utility that break hero balance scaling.
• Bring back old Neutral Items; random drops were more exciting.
